【本刊陈慧思撰述】警方宣布截至下午6时40分,警方共逮捕1667人,其中1500人是男性,151人是女性;其中还有16名孩童。警方指,被捕的孩童是被家长带往参加集会。

上述数据是皇家警察面子书户口所公布的。此前,全国警察总长依斯迈奥玛(Ismail Omar)于下午六时在全国警察总部武吉安满召开记者会,公布逮捕人数。

依斯迈表示,示威者在两个地点示威,即Jalan Puduraya和默迪卡体育馆外的陆佑街,总数只有五六千人。

他出示照片,证明被扣留的示威者获良好对待,警方还为他们准备食物,“食物有如茶会一般”。

他表示,警方调查过后,他们就可保释外出,或许有的会扣留较久。

他赞扬警方表现专业,成功制止集会。记者提问,若说警方表现专业,那么为何警方被目击对示威者拳打脚踢?

他回答,他需要看完整的报告,并称不排除是因示威者挑衅。

《独立新闻在线》记者询及,若有民众供证警方涉嫌粗暴对待集会者,警方会采取什么行动,依斯迈回答说:“若有,你就举报吧!”

【独立新闻在线团队】净选盟支持者约在下午一时许整合成功,场面最浩大时候,估计约有约五万人聚集在吉隆坡市中心富都车站附近,马来亚银行大厦前的路面。警方发射水炮与催泪弹强力镇压,警方一度进入同善医院与华人接生院逮捕集会者。

集会者过后转赴茨厂街与陈氏书院一带,净选盟约在四时许,宣布和平解散。

另外,净选盟主席安碧嘉、人民公正党实权领袖安华、民主行动党国会领袖、回教党主席哈迪阿旺等人约下午二时左右,聚集在中环车站希尔顿酒店召开记者会,随后拟走出中环车站,遭警方拦截。

警 方在中环车站底层乘搭机场巴士的窄小空间发射催泪弹,并且向民联领袖直射催泪弹。在混乱中,安华受伤流血。安华、安华保镖、公正党前副总秘书莎丽花 (Sharifah Shahidah)三人被送往班台医院(Pantai hospital)。回教党莎亚南区国会卡立沙末遭催泪弹颗击中头部,结果送院封六针。

警方随后证实在该处逮捕以下人士:回教党主席哈迪阿旺、回教党副主席沙拉胡丁(Sala​huddin Ayub)、回教党副主席玛夫兹(Mahfuz Omar)、净选盟主席安碧嘉、公正党副主席蔡添强、公正党关丹国会议员傅芝雅(Fuziah Salleh)。

约 下午3时40分,警方公布逮捕触犯禁足令的净选盟、民联以及巫统青年团领袖名单。除了在中环车站被逮捕的人士,其他在名单内被捕的有:巫青团领袖阿都阿兹 (Abdul Azeez Rahim,在武吉免登路被捕);回教党署理主席莫哈末沙布(Mohamad Sabu,在Jalan Mahameru被捕)。

聚集马来亚银行前

中午12时40分,富都车站约有数千人聚集,高喊支持净选盟口号,他们随后转入苏丹街。现场没有警察,人群没有被阻扰。另一批人群从篮总游行至苏丹街,两股人群回合。示威人群随后聚集于茨厂街整队,随后前往马来亚银行大厦前的路面。

另外一批人群,则是从独立广场处出发,最后与茨厂街集会者成完成整队,聚集在马来亚银行大厦前的路面,声势浩大。

下午1时许,回教党领袖哈达蓝利(Hatta Ramli)演讲,并呼吁支持换上黄衣。不过,大部分集会者均没有换上黄衣。

早前,集会者聚集在苏丹街,是以华人为主。随后,示威队伍整队后,大量马来人支持者加入,并挺进马来亚银行大厦前,并在该地逗留。

下午1时36分左右,镇暴队水炮车从独立广场缓缓开向马来亚银行大厦。镇暴队发射蓝色和白色水炮,并发射多枚催泪弹。

人群一度散开,但是催泪弹散去后,人群重新聚集,并前往同善医院前。镇暴队只是派出水炮车驱散群众,并没有出动镇暴队驱散群众。

镇暴队也出动直升机,盘旋在马来亚银行大厦上空。

同善医院前发催泪弹驱散

中午1点50分,警方向聚集在马银行大厦前的人群发射水炮和催泪弹,以驱散人群。人群四处逃跑,有的跑进同善医院与华人接生院,慌乱之中,警方的催泪弹还射入同善医院,并击破一窗口。

警方表示,截至下午2时30分,警方已经逮捕672人,其中48人是女性。

3点,民主行动党木威区国会议员倪可汉,以及人民公正党梳邦​国会议员西瓦拉沙(Sivarasa Rasiah)与警方交涉。下午3时30分,西瓦拉沙与警方交涉失败,警方向群众发射水炮,西瓦拉沙也遭警方逮捕。下午3时40分,警方已经控制同善医院前街道。

群众被驱逐后,转向陈氏书院一带,约三万人聚集在隆雪华堂前面的陈氏书院,人群从陈氏书院一直排到茨厂街。四时许,人群逐渐散去,净选盟也宣布和平解散。

另外,下午3点15分聚集在武吉免登路进行爱国游行的巫统青年团,同意现场解散。这些参与爱国游行的巫统青年团成员身穿红色衣服。

万人挺进独立广场遭驱散

今天中午12时左右,人群从四面八方而来,走上街头,挺进独立广场,约有一万人。他们高喊“烈火莫熄”、“人民万岁”口号。12时30分,警方警告人群解散不果,立即发射催泪弹,约有10发。人群四处逃避。

中午12时55分左右,占美回教堂站附近Muamalat银行前面,回教党领袖哈达蓝利(Hatta Ramli)演讲,有数千人围绕听讲。随后他们从占美回教堂站前挺进马来亚银行大厦。

早上10时许开始,近千人聚集在旧火车站月台,警方进入月台强行驱散人群,并动粗。警方进入吉隆坡旧火车总站,把聚集在火车总站内的人驱赶出去。本刊记者目睹警方在现场暴力对待人群。一些人被警察压在栏杆上或地上,而且动手打人。

早上11时左右,警方已经封锁两端通往默迪卡体育馆的道路。普通行动部队(PGA)在陈氏书院通往默迪卡体育馆路口,以及Jalan Hang Jebat 通往默馆的道路围上铁丝网,阻止人们进入。约有150名镇暴队员驻守,他们手持木棍和盾牌。

早晨警方即驱离路人

今天早上十时,马来人聚集的崇光百货(Sogo)、东姑阿都拉曼路、苏丹依斯迈路一带就有警方驻守,警方在路上驱离路人,指示他们不要逗留在街上。

《独立新闻在线》记者于早上9时36分崇光百货目睹警方逮捕八人,包括三名女子和五名马来男子,三名女子已被带返警局,五名男子尚在警察卡车上,他们是来自霹雳太平。

另外,记者目击警方于早上9时50分在Maju Junction大厦前逮捕四名男子,警员宣称在他们准备参与净选盟大集会,在他们身上搜到黄衣。

共有七辆警察乘坐的卡车和两辆载送扣留者的卡车驻扎在崇光百货购物中心前。

午夜设置路障

警方昨天午夜开始在主要公路设路障阻截集会者,自昨晚八时开始首都街道冷冷清清,今天早上八时开始,首都亦异常宁静。

警方昨天中午开始封闭独立广场前的要道,禁区内泊着大约十辆镇暴队卡车。净选盟大集会的正式举行地点——默迪卡体育馆(Merdeka Stadium)亦有镇暴队严密驻守。

昨天中午开始,警方直升机开始在吉隆坡市中心上空盘旋视察。

为了阻止集会者入城,警方已经关闭他州抵隆的主要巴士站,包括富都(Puduraya)车站、 布特拉巴士站(Hentian Putra)、 十七楼车站(Hentian Pekeliling)三个车站。

为了参与此次大集会,许多住在市中心外围的人昨晚都入住市中心的酒店。

《独立新闻在线》- 星洲厚顏死撑恶法!.

 

【乱石崩云/唐南发专栏】刚过去的七月一日是香港的回归纪念日。对专制政权反感的香港人选择在当天上街游行,抗议特区政府推出废除立法会议员出缺补选制度的法案,并借机要求落实特区行政长官和立法会全面直选(俗称双普选),参与人数逾二十万,刷新近年记录。

如此盛事,香港媒体断无缺席之理,报章和电台评论人纷纷呼吁民众上街。《苹果日报》同港府对着干的立场素来鲜明,尤其痛恨曾荫权企图削弱民主机制的行为,示威隔天即打出“曾班子厚颜死撑恶法”的标题,可谓一针见血,正中要害。

在 马来西亚,国阵政府超过半个世纪的威权统治早已让人厌恶;308政治海啸之后,巫统非但没有深切反省悔过,反而继续仰赖国家机器打压在野党和民间力量。尤 有甚者,因恐来届大选失利,对选举制度改革的呼声更是充耳不闻。多次同政府和选举委员会交涉不果,净选盟发起7月9号大游行不为其他,只求以群众的力量向 当局施压。

别 于香港,本国主流媒体有者受执政党团控制,沦为传声筒,有者基于政治和商业利益考量,自愿为当权者服务。大游行消息正式发布之后,国阵上下即将之定性为 “非法集会”,更绘声绘影为“骚乱”。于是,我们见到一个不为民主社会所容的诡异现象:从《前锋报》,《每日新闻》,《新海峡时报》到《星洲日报》,反对 集会的文章连篇累牍;对于《净选盟》最根本的八点诉求,若非刻意淡化,就是只字不提。

自诩正义的《星洲日报》在709大游行的议题上,表现 最为投机,铺陈功夫也做得颇为精密。《言路》版上执政党枪手的文章大多不值一提,重点在于其高层的论调惊人地相似,尽皆试图将大集会标签为“朝野政党之角 力”,无视净选盟的诉求。较之郑丁贤一贯的骑墙和林明华的模棱两可,林瑞源的立场最为清楚:“若法律规定集会须有准证,就必须遵守。”

听任当权派诬蔑净选盟

由于土权搅局并扬言不惜浴血一战,气氛一时紧张。净选盟主席安碧嘉不但承受着她个人空前的压力,更遭受不明人士的威胁,既攻击其性别,亦侮辱其宗教信仰,这些“健笔”们或者轻描淡写,或者视而不见,配合政府的议程,继续针对大集会的非法性质和可能的“动乱“大做文章。

研究历史,要追本溯源;探讨时事,更应该抽丝剥茧,找出当下社会现象弊病之根源和繁复之政治纠葛,不能光谈论现象,发表几篇忧心忡忡的文章即可。

安碧嘉以一人之身力抵巫统和土权一众流氓,其勇气当令马国男子汗颜,表现可圈可点。对此,《星洲日报》没有一句美言也还罢了,却任由执政党团对净选盟无尽污蔑,尚且助其一臂之力!

一个由妇女团体发起,进而广受其他民间团体和政党背书的净选盟,何以成了所谓乱局的罪魁祸首?不敢追究净选盟遭污名化、安碧嘉遭妖魔化之根本原因,居然还期望能理性客观分析时局,实乃本年度一大笑话。

说《星洲日报》高层铺陈慎密,也不尽然,例如其文教部副主任陈莉珍的三篇相关文章即为败笔,彻底曝露其逻辑思维混乱,文字水平低落,论点幼稚滑稽。

首先,她在《游行自由与法治》一文中坦率承认自己参加过2007年的律师公会“非法”游行,下来的文字却开始自我否定,称任何集会皆不得违反《警察法令》。

陈副主任(嗯,没错,是副主任)或许不晓得警方已援引《警察法令》第27条,将当年律师公会的正义之行定性为“非法集会”。若不就此向警方自首,如何能够捍卫《星洲日报》之诚信?

形同韦小宝狐假虎威

陈副主任还指出律 师公会主席林志伟并不曾在声明中要求公众人士参与游行。然林主席在6月23号的记者会上清楚以巫统创党元老拿督翁和其他党内领袖当年参与反对马来亚联合邦 的街头示威为例,说明公开集会 ——无论是针对殖民者或其他不公义事件(例如当下选举制度的弊病)的集会——一直就是马来西亚历史的一部分;任何人若说街头抗议并非我国文化的一部分,乃 是对我国丰富历史无知。

话都说得那么清楚了,还需要更明确的声明吗?好比我说仿效古今中外哲人多读书多思考,有益身心,却没有进一步呼吁各位找本书来读,陈副主任就真的不读书了吗?多可惜啊!

接着,出于某些不为人知的原因,陈副主任修正了立场,尝试以“首相幕僚”的角度发表看法。想当首相幕僚,志气可嘉;但在马国当前的政治现实中,大材也只能小用。首相身边的华裔幕僚或助理要真能发挥作用,就不会闹出“与他一起”的笑话。话说回来,既然这份工作对中文程度的要求不过尔尔,我且祝有志者成功。

至于陈副主任的第三篇嘛,深度不足,马屁有余。如此水平还能摆上《言路》,真难为了靠《星洲日报》打造的港台文化明星梁文道了。

在国家元首发出谕令之后,《星洲日报》终于找到强有力的靠山,摆脱隐晦,直接表达立场,反对以集会来影响法治。该社论强调美国民权斗士马丁路德金一直坚持以和平方式斗争,并欣然接受法律制裁。言下之意,似乎净选盟并不准备和平抗争,而是捣乱。

事 实是:净选盟从一开始就昭示其理念,展开和平集会表达诉求。这么一个简单的宣示,一再为执政党团及其宣传机器扭曲;如今净选盟稍作让步,执掌内政大权的希 山慕丁依然纵容警察任意逮捕黄衣人士,《星洲日报》言必正义,却在此关键时刻见缝插针,情何以堪。如此行径,一如痞子韦小宝般躲在康熙皇帝背后狐假虎威。

大谈法治罔顾人治之实

我国宪法本就赋予民众集会和结社自由,但国阵政府罔顾三权分立的原则,凭借国会强大优势强化法律以钳制民众的思想和行动。民间团体结合在野党力量施压选举改革,为的就是避免一党独大,何错之有?

是 法律,就得遵守,不啻封建而已。以往举凡立法或政府施政出现争议,民众可以带上法庭寻求司法复核(judicial review)。关于普通法中的司法复核之重要,英国枢密院前主席Lord Browne-Wilkinson是这么说的:“(司法复核)之重要不言而喻。现代国家,行政体系对个人生活层面之干预日渐扩大,无可避免,以致吾人须面 对行政权力遭滥用之风险。政府不会为限制自身权力而立法。庆幸的是,普通法依然丰富,而非无能。”

但 马哈迪的威权统治导致行政强化、立法弱化、司法腐化,以致每每有民权人士或从政者请求法院裁决当局基于《警察法令》或《内安法令》的行为违反宪法,皆不得 要领。遭禁锢而不得与律师接洽,上庭复遭驳回,如此法治,与人治何异?缅甸也有法律啊!《星洲日报》的高层乐意遵守吗?

为防民权再受剥夺,上街乃迫不得已。《星洲日报》高层当年与黄家定如胶似漆;过后更获纳吉和希山慕丁亲临摸头慰问,媒体空间犹未见改善,反倒每况愈下。不选择上街,难道要学习《星洲日报》高层与执政者交好吗?

邓章钦日前在讲座上感叹中文报水平低落,社论不敢有立场,还随意让记者写专栏,绝非无的放矢,《星洲日报》的一些重点文章就是最佳佐证。堂堂议长,不因为自己的政途须仰赖媒体而要求他人放低身段,更无惧报章封杀,直斥其非,值得嘉许。奈何忠言逆耳,换来的是所谓的“感恩论”,“忘本论”。

走笔至此,咦,彼等笔调同巫统和马华公会竟如此雷同!无怪乎越来越国阵的《星洲日报》也和纳吉班子般厚颜死撑恶法了。

火箭别再只是扯口水议题 – 當今大馬.

就在2011年过了一半,有三个口水议题又再出现了。

第一个,是在新山主办的“第13届全国大选纵横谈”座谈会,行动党柔州主席巫程豪呼吁在柔州出生的民联领袖,来届大选回巢一起打下柔佛州的江山,更暗讽同台演讲的马青总团长魏家祥,是马六甲人又在柔佛竞选。

结果,魏家祥回呛:民联领袖回巢在现场讲就好,不好去槟城发言。

廖中莱与林冠英互呛逃兵

election day machap by election 120407 ng chee pang这种哪里人就回去那里竞选的口水议题,马华和行动党在2007年4月的甲州马接州议席补选时打得最凶,双方互相指责是政治逃兵。

当时还是马青总团长的廖中莱,就指责行动党秘书长林冠英,身为甲州子民不敢在古城(马接补选)上阵,反而对槟城的选区蠢蠢欲动。林冠英也反呛,廖中莱出生于马六甲野新,为何“逃”去文冬竞选?

为口舌之快砸了自己的脚

一时间,双方就连续为“政治逃兵”口水议题,天天发文告开记者互呛,占据了新闻版面。吵到最后,根本无益民生民权,除了双方在口水战时感到亢奋,但外人可是倒足胃口。

不料在4年后,巫程豪又重提这个课题,还让魏家祥反将一军。

论其实,行动党天兵天将飞来飞去征战各区,是行动党布军打仗的“传统”,而且在下届大选,这种布局还会用得更加多。如果只是要逞一时口舌之快,再用哪里人就回去那里竞选的“政治逃兵”论,来讽刺对手,恐怕也只是拿石头砸自己的脚。

执政后反戴上“宋谷”官帽

第二个,是在砂拉越州选举后首度召开的州议会,行动党12名州议员拒穿官服拒戴官帽。

anwar ibrahim function in miri - wong ho leng speaking官帽是不是“宋谷”,“宋谷”是不是回教的象征仍可讨论。但据报道,行动党砂州主席黄和联是说,在宪法之下,根本不能强制一个人戴宋谷,因为宋谷代表回教。另外就是,缝制官服要耗费人民纳税钱,因此替人民省钱。

行动党早年前马华国州议员戴“宋谷”课题,把马华打得人仰马翻。308大选后,行动党取得州政权后,非回教徒议员,自首长、议长、州行政议员至州议员,不少人也穿上官服,戴上行动党领袖曾经批评为“宋谷”的官帽。

炒作宋谷议题还能加分吗?

今日今时,行动党已经没有“道德高点”再来批评戴“宋谷”课题,就政治现实而言,也没有必要重提“宋谷”课题。黄和联的这一番话及砂州行动党议员的大动作,就成为马华攻击的课题。

NONE行动党任何领袖再谈“宋谷”,再怎样谈都不对。因为让人觉得,还没当政府就不戴,当了政府戴就没问题。如果砂州民联在州选举真的一举变天,黄和联等人戴不戴官帽?穿不穿官服?或者,拿到政权别说“宋谷”官帽不再是课题,就连缝制官服的公帑也不再是课题吗?

行动党在“宋谷”课题,再多说也只是拿石头砸自己的脚。即使可以辩称官帽不是“宋谷”,但民联友党尤其是公正党里的华裔领袖如蔡添强,也都穿上马来服装戴上真正的“宋谷”出席友族活动,难道行动党个别领袖还认为,能够炒作“宋谷”议题为自己加分吗?

何以入主布城后才能做事?

第三个,是平反“族魂”林连玉老先生。国阵对平反林连玉的态度,其实不用行动党一再挑战,已是不言而喻。内政部已表态,法律未允许给已逝的林连玉恢复公民权。

这是意愿问题,有意愿很多事都可以解决,没有意愿自然有诸多理由推诿,搪塞甚至告诉你,等XX时候再做。

平反林连玉,是华社期许的一件大事,行动党领袖就多次扬言,一旦民联入主布城就平反林连玉。问题是,为什么一定要等到入主布城才来为林连玉做点什么?是不是有些事,是现在民联政府能力范围内就能做的?

是的,就是林连玉纪念馆。

把口号变实际行动才重要

lin lian yu 060809 02筹建林连玉纪念馆的基金已有400万令吉,问题就需要土地。林连玉基金主席杜乾煥博士在去年11月时说:“我们目前仍在物色地段及寻求社会大众捐地,同时,也向雪州政府申请土地,希望州政府给予协助,以期纪念馆早日建竣。”

为什么民联执政的雪州政府,不能拨出土地给林连玉基金建纪念馆?如今问这个问题也是迟了,因为林连玉基金在今年1月,已在吉隆坡市区內物色到一个属永久地契的地段兴建“林连玉纪念馆”,而土地成本也不便宜。

如果民联尤其是行动党,能在雪州靠近吉隆坡一带拨出土地给林连玉基金建纪念馆,替基金省下土地成本,行动党也根本毋需一再挑战马华及国阵平不平反林连玉,支持不支持建纪念馆的口水战。而且,平反林连玉是重要的事,火箭不能把这重要的事变成口水,变成一直只是在喊的议题。

308过去已3年了,行动党不应也不要再浪费时间在口水战,甚至是砸自己脚的口水议题。太多的口水战,只会让人厌烦、生气。

至少,我是其中一个生气的人了。

砂行动党创党元老张守江揭露,竞选期间遭“党内人士”以恶意传单攻击,让他感到心痛。有鉴于此,他昨日针对 行动党等同“张氏父子公司”等舆论作出反驳和澄清,并强调若行动党在砂州执政,其家族成员将随时退出,不作非份之想。(本报 古晋29日讯)砂行动党创党元老张守江揭露,竞选期间遭“党内人士”以恶意传单攻击,让他感到心痛。有鉴于此,他今日针对行动党等同“张氏父子公司”等舆 论作出反驳和澄清,并强调若行动党在砂州执政,其家族成员将随时退出,不作非分之想。同时也是砂行动党副主席的张守江今日上午在该党浮罗岸、古晋支部常年 大会上致词时指出,在此次的州选举,本身虽非候选人,但却遭受种种攻击。例如,在选举期间,本身有多达90%的时间是在泗里街驻守,结果当地出现了一些冲 着其本身而来的恶意传单,甚至是在古晋,也大可看见类似的传单。他直言,有人发现,分发这些传单者,竟然是行动党内的人士,因此让他感到十分心痛。

“有 人看到,分发传单的是我们党内的自己人,这让我感到心痛。”

他继称,有关 的传单并没有注明是由谁印刷,所以无从调查。不过,接到传单的人士都了解这是何人所为,甚至可以指名道姓,只是没有人愿意出来作证,所以本身也就不想再追 究。他披露,有关的攻击,包括可以将砂行动党和“张氏父子”划上等号,并直言本身开始时也有点担心,所幸后来的选举成绩显示,这些攻击完全起不了作用。

与 此同时,张守江也趁今日上午该党2个支部的常年大会,对有关行动党等同“张氏父子公司”的舆论作出反驳和澄清。他强调,本身不能否认,所谓的张氏或其本身 的张氏家族,对行动党所作出的贡献;无论是对行动党、党员的爱护,抑或对行动党的捐款和帮助,本身自认问心无愧,甚至可说是党内少有人能及。

“(行 动党)浮罗岸支部主席张守洋是我弟弟。张氏兄弟、父子,我的弟弟、太太、妹妹、女婿等,全部被招进行动党。我们进来难道是为了拿利益?好像某些政党那样, 是为了“空头”(利益)?没有。”

“因为今天有这样的局面,所以我才和大家谈我内心的感受。如果行动党做政府,我向你们担保,我家族的成 员随时退出。我们不像某些政党,做了政府后,让家族成员进来获取利益。”

他表示,如果将这些举动,视为对行动党的贡献、爱护,本身会非常 认同;如果认为是基于利益,那么他必质问:利益到底在哪里?他表示,本身为行动党所花的钱,并不会比其他人少。即使是1982年时,自己因选举欠下巨债, 变卖屋子搬迁到古晋借住在兄长家中时,也一直在支助行动党。

自此之前,一直有指砂行动党内目前的新贵,皆是来自张守江之律师楼的嫡系人 马。因此,张守江今日也对此事作出回应。他说,本身的律师楼除了训练年轻律师,其实也在训练行动党新一代的领袖,包括杨薇讳、黄庆伟、张健仁。换言之,是 其律师楼为行动党培养新一代领袖,而不是把本身律师楼的人,安排到行动党。

他称,如果对本身作出上述攻击的是党外的敌人,其无话可说,但 若是来自党内人士,他会感到非常心痛。试想想,一个律师楼如果要栽培行动党的领袖,需要付出多少心血?

“我不是在发牢骚,或领功劳,而是 在面对攻击的时候,作适当的回应。”

【寒蝉有声/庄迪澎专栏】《独立新闻在线》同仁在5月19日宣布展开自救行动后,各方大德前仆后继响应,所表现的爱护之情,我们非常感激。我在台湾和香港的师长及独立媒体同道二话不说,马上出钱出力支援这个“外国”媒体,更令我感动不已。

许 多人愿意资助《独立新闻在线》,应不是出于资助在里面工作的同仁(多数读者和我们并无私交),亦非出于私人交情(我们六年来树敌颇多),更多的是认同维护 多元舆论环境及推动新闻自由的重要性,而且相信《独立新闻在线》同仁过去六年来确实有所作为,未来也还有发挥的空间(读者不能因此推论成,这是说没有出钱 出力的人就不认同或不维护多元舆论环境和新闻自由)。

然而,举凡向公众募款,难免招致一些疑虑,包括质疑每月马币六万元花在何处,以 及员工的薪酬情况。身为《独立新闻在线》第一位雇员、在2005年全权规划网站营运,2005年至2009年主持公司整体业务的总编辑,我应是在此“非常 时期”报告一些实际状况的不二人选。除了冀望外界了解《独立新闻在线》并无挥霍用钱,而是节俭慎用,也希望能为迄今仍在新闻前线奋斗的同事们说句公道话。
节约是同仁的共识
五月中旬爆发停刊危机之前,《独立新闻在线》的经费都是由行政总裁饶仁毅向其熟识筹措。2005年4月底,饶仁毅征召我创办《独立新闻在线》时,透露可筹获马币100万元作为两年的经费。首两年的开支没有超支,还比原有预算低。这笔钱如何省下呢?
创 建初期幅员只有编辑部五人,除了营业经理职缺待填补之外,有相当长一段时间不聘行政助理和钟点清洁工。从整理同事申报表、核发专栏作者稿费、到银行缴付雇 员公积金和社险、缴付水电和电话费,甚至往后有了行政助理的日子,换灯管、换盥洗盆水龙头等可以想象到的办公室庶务,都是总编辑的“兼差”(没错,是总编 辑,没打错字)。
我猜,国内应该没有任何一家正规媒体机构的总编辑是这样干的。只有我如此吗?当然不是。
领导《独立》团队四年多,我对团队一直心存感激之处至少有两方面:首先是他们在工作上的投入、消耗的心力和时间,没有在这里待过的朋友不易想象和体会的;另一点则是同事们自发地节约和慎用经费。
创 刊初期的重点是新闻分析和评论,采访活动也限于雪隆地区,极少派遣记者出差。后来顺应网站发展而有外派出差,但同事们会用各式各样的方法节省预算,例如: 找同行共车、物色尽可能便宜的住处,甚至商借朋友的家落脚;有一次,女同事们甚至因此不慎入住情色架步,出入招惹异样眼光。
《独 立新闻在线》的开支逐年增加,是无可避免的。首先是幅员因应工作量增加而扩大,编辑部从2005年的五人逐步增加至目前的九人(但是只有八人有支薪)。其 次是汽油价格、过路费、停车费、水电费等开销不断调涨。然后是其他业务相关开支,例如伺服器和频宽因为读者逐年增加而不得不升级,等等。
合理待遇不等于肥缺
报告员工支薪情况之前,有两点应先说明:一、饶仁毅(下图)的行政总裁职位是义务性质,没有支薪;二、我自2009年赴台深造之后也不再从《独立新闻在线》支薪。
在《独立新闻在线》在5月20日公布的开支详情中,十名员工的薪金合计马币三万五千元,相当于总开支的56%,是合理的比例,理由有二:
一、媒体是人力密集而非机器密集或资本密集的行业,就如教育的主要推力是教师,教育机构也会有较高的人事开支比例。
二、作为小规模机构,人事以外的其他开支远低于一般企业,例如我们没有应酬开销、广告开销、公务车开销……等等,人事以外的开支比例自然较低,因而衬托出人事开销过半的情况(5月20日公布之开支详情,显示人事以外的开支种类不多)。
以每人每月平均所得马币3500元来看,《独立新闻在线》的职位显然不是“肥缺”、职员也不是“肥猫”。在评断薪金水平是否合理或是应否减薪时,应将下列因素一并考虑:
一、5月20日公布的薪金项目,是包含汽油、手机、网络和电脑津贴合计马币850元,这几笔津贴是偿还(reimbursement)同事的相关开支更甚于薪酬。扣除这几笔津贴,实际所得是马币2650元(还得再扣除所得税、公积金、社险)。
二、员工对工作的投入、消耗的心力和时间,外人难以想象。报社幅员多,记者不时会有不必外出采访,可以准时下班的情况;但是《独立新闻在线》幅员少,几乎每天都超时工作,甚至经常工作超过12小时,若以实际工作时数计算薪金,时薪所得并不高。更何况,我们的同事无人侥免,都是集记者、摄影记者、行政助理等职务于一身。
三、《独立新闻在线》经营了六年,资深员工占多数,十名支薪员工的平均就业年资7.6年,其中五年以上年资者共有八人,七年以上年资者共有五人。假设以刚毕业新人马币两千五百元薪金(含津贴)为例,7.6年后只加了马币一千元,等于平均每年加薪仅马币131元。扪心自问,这个加薪额度算高吗?
四、新闻工作和一般行政工作的其中一个差异,是记者得经常出外勤,间中会有不少与工作相关但不得向公司申领的开销,例如用在建立人脉的应酬开销。
五、《独立新闻在线》的据点在吉隆坡/雪兰莪,雪隆的生活开销水平及全国性的通货膨胀,都应考虑在内。
我们“高”,还是别人“剥削”?
我从不讳言,饶仁毅在2005 年对我提出的唯一要求是要给同事“合理待遇”,不能像中文报社(即使是赚大钱的巨无霸报业集团)那样剥削同事;但是,“合理待遇”不等于“优渥待遇”,更 不同于“肥缺”。当人们怀疑《独立新闻在线》同仁领“高”薪时,更该思考的是:到底是我们“高”,还是别人“低/剥削”?
人们经常抱怨报纸的语文程度低落、论述肤浅,甚至感叹人才稀缺。但是,人们却也经常忽视,人才的养成得经过时间的历练和累积,学者如此,记者亦然。媒体业行之有年的剥削低薪导致记者经常性流失,新手记者还没过度到资深记者时就已离职,人才如何养成?
没有离职者,可能就得另觅兼差以维持生计,未能投注心力在媒体专业里。保障记者不必兼差也能维持自己和家人的生计,不必急着下班去做兼差,才能期待记者每天都能专心、用心地写好报道、沉淀思考,或安心地到偏远乡区做深度报道,为弱势者发声。
其 实,更糟糕的情况,也许是资深报人古玉梁新著《报业风云半世纪》里揭露的某些编采部主管(不只是记者)兼职当政客商贾的枪手的现象。我对此并不惊讶,因为 我在中文报当记者时,甚至有华团新闻线记者闭门造车撰写所谓的“专访”,完稿后交给“受访”的华团领导人过目,经同意后再刊出。我们愿意看到新生代新闻工 作者重蹈上一代的这条老路吗?
走笔至此,延伸出一个值得大家思考的问题:新闻记者的劳动值多少钱?但这是后话了。

Three parties can’t form the federal government.

If Barisan Nasional can’t make it with just three political parties even with everything working in its favour (plus election fraud and vote rigging thrown in), what makes you think that Pakatan Rakyat can do so when the playing field is extremely far from level?

Way back in 1969, Umno already realised that it can’t form the federal government with a coalition of a mere three political parties. At that time the coalition of Umno, MCA and MIC was called the Alliance Party. That was why Barisan Nasional was formed a few years later — so that they could enlarge the three-member coalition to include more parties.

A total of 7,944,274 Malaysians voted in the 2008 general election. Umno garnered 2,381,725 votes while MCA and MIC garnered 840,489 and 179,422 votes respectively. Combined, the ‘Alliance Party’ managed only 41.89% of the votes.

In terms of parliament seats, Umno, MCA and MIC won 79, 15 and 3 respectively. But we must remember that Umno’s 79 seats included 11 from Sabah. Therefore, minus Sabah, Umno won only 68 seats — which means the ‘Alliance Party’ minus Sabah won only 86 out of the 222 seats in Parliament (or 97 seats if including Sabah).

With or without the 11 Umno Sabah seats, the ‘Alliance Party’ of Umno, MCA and MIC can’t get enough seats to form the federal government. They need Barisan Nasional to be able to form the federal government. And, today, Barisan Nasional is a coalition of 14 political parties (if you do not include the Election Commission, Police, Judiciary, AG’s Chambers, etc. — which would then make it a coalition of 20 or more members).

The bottom line is: with a mere three political parties, Barisan Nasional can’t form the federal government. It needs 14 political parties to do that.

Now let us look at Pakatan Rakyat. It is also a coalition of three political parties. If Barisan Nasional can’t form the federal government with just three political parties (even with the help of the Election Commission, Police, Judiciary, AG’s Chambers, etc.) can Pakatan Rakyat do so (with the Election Commission, Police, Judiciary, AG’s Chambers, etc., all working against the opposition)?

I have said this before and I am going to say it again: Pakatan Rakyat must enlarge the coalition to include more political parties. It can’t expect to form the federal government with just PKR, DAP and PAS. It needs more parties to join Pakatan Rakyat, not only from West Malaysia but also, and in particular, from East Malaysia.

Pakatan Rakyat, in particular PKR, must not be sombong. It can’t make Pakatan Rakyat an ‘exclusive club’ of three parties. It has to reach out to more parties and invite them to join Pakatan Rakyat. If not Pakatan Rakyat is never going to form the next federal government.

The 2008 general election was the peak for Pakatan Rakyat. Pakatan Rakyat can’t expect to better the 2008 general election result with just three parties. Even if Pakatan Rakyat can just maintain its 2008 election result that would be a consolation enough. My fear is that in the next general election Pakatan Rakyat will drop from its 2008 height of 82 parliament seats to a mere 52 seats or so (a repeat of what it did in 1999 when it used to be known as Barisan Alternatif).

Pakatan Rakyat, in particular PKR, should stop making enemies and start making friends. It should remove that chip from its shoulder and stop looking down on those who share the common agenda of seeing change in Malaysia. There are many who share this aspiration for change. But Pakatan Rakyat acts like only it has that exclusive right of fighting for change. That is very sombong.

Let me repeat that: if Barisan Nasional can’t make it with just three political parties even with everything working in its favour (plus election fraud and vote rigging thrown in), what makes you think that Pakatan Rakyat can do so when the playing field is extremely far from level?

There are ten non-Barisan Nasional political parties. But only three are in Pakatan Rakyat. Why can’t Pakatan Rakyat become a coalition of at least seven parties even if it can’t be a coalition of ten parties?

I have s small reservation in this piece. The era 1970 is much different then 2011. Even during that era when PPP was in the opposition and was ruling Ipoh, it lost to DAP when it joined BN. Over the years, Gerakan, MCA and MIC have been slowing loosing their support.(and even PAS) lost out when it joined BN. Thus a united PR will go a long way as people are more aware of UMNOBN. This does nor mean PR should not rope in more smaller parties. Every vote counts and that is why PR still needs to discuss even with “useless parties" like Hindraf.

Our fear is the government machinery which is 101% behind UNMOBn and will “dance to any tune" UNMOBN sings.

Your explanation is as clear as daylight. But the Pakatan leaders seem to be in the dark.

GE13 is fast approaching but PR still have time to mend fences with its neighbours – the non-BN parties – and strive to be good partners to kick out BN from Putrajaya.

We have done our part and given PR a chance to rule.

But now there is no need to blindly support PR as their administration has been found wanting. We need to kick out many of their MPs in the next GE, especially in Perak. In fact, I feel Perak has to be handed over to BN in the next election although we support PR in all other states.

..just cite SNAP as example, if they refuse to subscribe to PR policies or have their candidates screened by MCLM..

Who gave the right to PR to screen other opposition candidates? It is PR candidates who needs to be screened, or, we should have a joint screening process.

I have been saying for two years now that PKR and DAP needs to have a succession plan to replace their leaders Anwar and LGE respectively, before we can have a workable plan at capturing GE 13.

Very nicely and succinctly put, Pete. You have made it clear that Pakatan Rakyat’s leaders must overcome what is the most base of all sins (pride/arrogance), because it is the prime sin (the sin of sins) leading to all other sinful mental attitudes. That being the case, if Pakatan Rakyat can’t overcome being sombong, what chance is there of them ever being incorruptible leaders?

The first order of the day should be that PR be accomodating of the Barisan Rakyat Independent Candidates, nominated by the MCLM.
Then, PR must look into expanding the coalition by allowing some or all of the 10 non barisan nasional parties into its fold!!
The mistake of PKR stretching itself too thin[or is it a case of misplaced big ego now?]as in sarawak must not repeated come GE13!!

PR probably knew this principle as well… BUT…. just cite SNAP as example, if they refuse to subscribe to PR policies or have their candidates screened by MCLM..

How? does PR blindly take in any partners? and then have the frog festival after the GE?

Since PKR and PAS are non entities in East Malaysia and DAP weak in the rural constituencies, why not screen thru and invite independent local Bumi native parties to join in PR to challenge BeEnd in the rural areas. BeEnd’s relying on their vote bank in East Malaysia for the bulk of their MPs. Cut that MP share and the political scenario changes drastically. Focus on East Malaysia for that change as that is where the battle for Putrajaya will be

Economists gore Putrajaya for subsidy cut delay – The Malaysian Insider.

KUALA LUMPUR, May 27 — The Najib administration’s decision to defer subsidy cuts could have far-reaching implications for Malaysia’s long-term productivity and competitiveness, economists said today.

RAM Holdings Bhd chief economist Dr Yeah Kim Leng said the money used to keep pump prices at current levels could have been put to “more productive use”, such as bolstering Malaysia’s technology and innovation base to make the country more competitive.

He said this was particularly true of investments in research and development, training and education, infrastructure as well as social welfare, which would have also boosted earnings for lower income groups.

“The opportunity cost can be high, especially if the next best use of the additional funds could have generated much higher multiplier effects,” he told The Malaysian Insider.

Yeah said the short-term benefits in price stability gained from delaying fuel price hikes may create a false sense of economic security, and stressed that fuel subsidy cuts would have helped reduce consumption and encourage energy conservation and efficiency.

He also pointed out that rising fuel consumption would make Malaysia more vulnerable to future energy shocks should the price of crude oil continue to climb, given that the country is set to become a net importer of oil within the next decade, he said.

“Biting the bullet earlier would mean less pain in the future… The (subsidy) cuts when our backs are to the wall will be very much sharper,” he said.

Yeah added that there was a risk that unpredictable subsidy cuts and greater government borrowings arising from the growing budget deficit would impede market confidence and derail the economy, which was still dependent on foreign investment.

Kenanga Investment Bank Bhd economist Wan Suhaimi Saidi similarly said that the government’s reluctance to slash fuel subsidies would only lead to a widening budget deficit that could eventually hurt Malaysia’s sovereign credit rating and the cost of future borrowings.

“I don’t think they’re going to achieve 5.4 (per cent budget deficit target). You have to be realistic. I’m not going to be surprised if it reaches six per cent,” he said.

He said he was unsure Malaysia, as a net oil-exporting nation, would be able to offset the rising cost of fuel subsidies despite additional revenue from higher crude oil prices.

“In spite of the fact that the government may earn some extra revenue, it may not be enough to stem the rising deficit,” he said.

“How much can the government stomach?”

Jupiter Securities research head Pong Teng Siew, who felt delaying fuel subsidy cuts was “not the right choice”, said it was critical that the government not reduce the quality of public services to pay for the higher than expected subsidy bill.

“We hope they won’t shift the allocation from essential services to non-essential ones,” he said.

“That will affect the basic social functions that the government provides for everyone in the country.”

He said it would be better if the government instead improved public sector efficiency through increased computerisation and by cutting bloated procurements rather than reducing the scope of education and medical services.

Domestic Trade, Cooperatives and Consumerism Minister Datuk Seri Ismail Sabri Yaakob said yesterday the government will not cut subsidies for RON95 petrol, diesel and liquefied petroleum gas (LPG) for now as it was “concerned for the people’s welfare”.

But Deputy Finance Minister Donald Lim announced today that fuel subsidies would be put under review if global crude oil prices reach US$110 to US$120 (RM330 – RM360) per barrel due to ballooning petroleum subsidies, expected to more than double from the budgeted RM8 billion to RM18 billion this year.

Investment research firm AmResearch has estimated that Putrajaya is now subsidising at least 90 sen per litre of RON95 versus the intended 30 sen per litre after crude oil prices surged to US$99 per barrel from US$79 per barrel last year, matching the US$100 per barrel recorded in 2008.

Crude oil prices are expected to trend upwards, with JP Morgan recently revising its 2011 estimates for Brent Crude and West Texas Intermediate (WTI) crude to US$120 and US$109.50 respectively.

The government also announced today that the National Economic Council will decide tomorrow whether to revise the electricity tariff after being instructed by Cabinet to deliberate on the matter.

Since when Malaysia ever take real interest in technology and innovations?

All I have seen so far are empty talks and even more hot air.

Those of us who are in the technological factor have never been contacted by the government, nor they never offer us any assistance. All our R&D efforts so far are being financed from the profits of our company.

These economist should be sent somewhere to be ‘reformed’. The idiots should realize that keeping fuel prices low is actually helping the low income group to have a good and meaningful life. I hope the gov will keep the prices low for as long as possible.

If subsidies was never introduced in the 1st place, we won’t be so mess up right now with the fuel price.
Rubbish. Subsidies benefit the rich far more than the poor – that is why DAP is fighting to keep them. The simple fact is that the more of the subsidised commodity you consume, the greater your benefit. Poor people don’t consume much of anything. On the flip side is the fact that subsidies are paid from the public purse, so poor people lose health services, education spending, fire, police and ambulance, infrastructure development, public transport, libraries – all the money that could be used for those things is burnt in the engines of SUVs and German luxury cars.

Regardless of what the public money is *actually* used for, subsidies are like sugar pills for the poor while their blood is sucked dry.

I don’t buy this theory: Subsidy cut can be used elsewhere more productively.
Not as long as the country is being run by corrupted the allied BN.

When BN/UMNO cronies are still seen benefiting from other forms of subsidies, kick-back, ridiculously marked up contracts etc. We cannot trust the the money arise from the cut would be used to bolster productivities and competitiveness.

The Econmist are correct ONLY if the funds from the increase is used for the good of the country and people. BUT it is being abused all the time to feed cronies & the BN fellas, so it is best that there is no increase. In principle & theory (or as those LOUD MOUTH BN govt says all the time) the money is to be used for education and other expenditure meant to support the country’s growth, tapi mana ada? Cakap saja, buat lain!

Well, I suppose we can help the government if all of us become Mat Sikal or Mat Jalan.

IF they use it for a “more productive use”. So the more important question is are they?

How about the continuing deaths in MACC and police custody
Don’t forget how judges take the easy option by not hearing cases when one party is a Muslim in a civil case.
Also the tens of thousands of school children denied a basic foundation in English and Science with the flip-flops.

Najib wants to win the GE at all costs and that includes making Malaysia weaker in the longer term……You could say his span of planning economic policies does not extend beyond 1 year…..

you wan to cut the subsidies? can… open up the market.. drop the AP permits.. free the taxes on imported goods.. then u can go cut all the subsidies u want… when the goods price drop.. there is no need to subsidise anymore.

It’s better for the rakyat to have this subsidy instead of nothing at all, this is the only benefit the non Malays is benefiting from the present government without anybody making noise i.e. scholarship, discount for housing, government contract without tender….etc..etc..etc…

Do you think the money save from the reduced subsidy can be made better used by putrajaya, will go only to umnoputra pocket.

What about the huge profit for our oil exports we are enjoying due to the high price of oil now? Where are the huge profits gone? Why keep talking about subsidies?

Increase petrol prices will shoot up prices of essential goods. I remembered when Abdullah increased petrol by 70 cents per liter, the prices of most seesential goods went up. One cart-load of marketing normally cost me less than RM150 went up to RM300 for the same types of goods. Only those who do weekly marketing will know while those working in the office will not know. If we are not careful allowing prices to rise indiscrimately, we will be like Indonesia where even maids are millionaires!

Anyway, these are all capitalist financial and investment bodies talking but what do the people have to say. Are the people so “dumb" that their views on this matter are are inconsequential?

I say maintain the subsidies or even increase them and to hell with the Neo-Liberals who disagree.

The subsidies are indeed a drain on the nations resources, but there first needs to be a real government in place before anyone attempts to tinker with the economy. The billions that have been and continue to be sucked out of the economy from corruption and dodgy ali-baba schemes is a far more critical problem than the petrol subsidies…

The argument is flawed, why should there be widening deficit if income is spent wisely. How can a family afford education for his children if they do not even have enough to eat. We have a choice, leave those money from our resources(oil) in the pockets of malaysians or in the hands of those who have dubious intentions.

Why don’t the economists urge the Government to cut corruptions, cut bloated civil services, cut AP, cut red tape, cut cost, improve efficiency, improve procurement process. There msut be thousand and one ways to save money before cutting rakyat’s subsidies.

Cut the unnecessary stuff like subsidizing airasia who is making tonnes of money despite the higher fuel prices. also cut the defence budget and sell of the submarines and cut income tax first than can reduce subsidy.

Why cut subsidy and not increase windfall tax on the IPP which is reaping most of the subsidy. Our cost of living has gone up over the last 20 years but our salary has almost remain stagnant.
I remember when i first started work after my graduation in 1979 I was drawing RM2000 salary a month. After 32 years fresh graduates today are still drawing the same starting pay.
Prices of goods and foodstuffs were so cheap then but today it has more than double or even triple. Without the subsidy how is the poor and salary earners going to make ends meet??

They want these ‘experts’ advise spread accross the mainstream media so they can increase it when they want after the GE!!! No need to talk about subsidies BN/UMNO….. just return the BILLIONS you have stolen and in the process of stealing for the past half a century and we’ll be among the richest countries on earth!
It is up to US to make sure this rotten govt is kicked out in the coming GE!

This is Najibecornomic, the media was boosting about his economic knowledge in his first year as PM, now he is leading us inside the black tunnel.

When prices paid by Msians are lower than world prices, according to the above economists, it is uncompetitive. It follows that if prices paid by Msians are higher than world prices, does it mean the product purchased is competitive? Case in point is Proton. I guess to their warped senses Proton cars are competitive.
The Msian opportunity costs here is high, especially it means the high costs of opportunity foregone to line pockets. The multiplier effect is high too, to countries where it is siphoned to. Did our economists mentioned them? What poor quality we have.

Take some of the super profits that the IPP and concessionaires make and pool them into an R&D Fund and use them wisely. Let the people enjoy for whatever is left for them. The economists should tell the government the extra costs that the government have to bear due to leakages and corruption. Help the government tackle the corruption issues which is actually making the businesses not competitive. There should not be anymore direct negotiations and projects for political favours.

We are a net exporter of crude oil and probably the only country in Asean still subsidising oil and other goods.How are our neighbours without the subsidies going about their daily lives and still managing a decent quality of life and continue to be competative internationally?Something is fundamentally wrong with the management of our economy.

But i’m not rich.. i only earn RM1,800 a month, I have to pay bills, for my car, food and of course petrol.. at times i’ve had to borrow money from my parents because I don’t have enough… now that prices of goods are going up, isn’t it a burden if petrol subsidies are cut? it adds up right? every week i have to pump somemore… please lah Dr. Yeah, i know you are doing very well.. but think about others who need these subsidies,

why don’t cut other government spending for their own benefit first before cut subsidies for basic needs? If hybrid cars were cheaper of course it’d be better but they’re not, and in KL to get somewhere need to drive so far all the time… public transport also not so safe and not so good, so many mat rempits all the time.. how lah..?

another thing, why not sell the submarine that we bought? I don’t think we’ve used it yet right?

I thank you all for opposing this fuel/sugar/flour/cooking oil subsidy cut. If prices increase, where got smuggling out to Thailand/Indonesia/Southern Philippine? You are all a smuggler’s best friend. Thank you.

Dr Yeah should have his head examined as he only understands economics theory but not the practical side. He should have requested the government to do away with approved permits for cars and lowering the ridiculous import taxes for cars, before supporting the so-called subsidy rationalisation. We are a middle income country but yet have to pay for cars that are more expensive than those in the first world countries!

The floating of RON97 price was so the subsidy saved could be used to improve public transport. Nothing happened, so I guess the money went to buy the Sarawak elections. Now RON95 is for PRU13, I suppose. RM11 billion can buy lots of votes. It’s terrible that I speak this way of our leaders, but they have conclusively and unequivocally shown themselves to be devoid of any morals whatsoever.
